The City of Gary already has a Housing Code Ordinance in place, which gives the Building Department of the City of Gary the designated authority to administer a said code, with reference to enforcement of building code violations which subjects persons to unsafe, unsanitary and substandard housing, by identifying such uninhabitable building conditions and the landlords who own them.
The City of Gary also has a Consumer Affairs Department that has the authority to investigate complaints of fraud. Many of these complaints deal with fraudulent rental contracts.
The Commission in conjunction with both the City of Gary Building Department and Consumer Affairs Department, will be able to use the statistical information obtained from the complaints of building code violations, the fraudulent rental complaints and the Commission's discrimination complaints, to identify the systematic acts of predatory renting, and also to have data that will support the disparate impact that predatory renting is having the City of Gary.
